Contraception is prescribed for many reasons, not always to prevent pregnancy, and Tricare’s prescribing guidelines do not specify a minimum age, said Eileen Hook, assistant director of health services at the National Family Association.

Hook also said the guidelines contain nothing about notifying parents or guardians of minors taking birth control pills, which is consistent with rules protecting patients’ rights under the Insurance Portability and Accountability Act (HIPAA).

Some couples have encountered resistance when seeking contraception from providers. Hook responded: “Contraception is a covered benefit in Tricare. If a provider does not want to prescribe birth control, the spouse has the right to see and request another provider.”

Tricare covers other birth control methods prescribed by a Tricare-authorized physician. These include diaphragms, intrauterine devices (IUDs), implantable contraceptives, and surgical sterilization.

Active-duty service members receive full birth control coverage, while more than 700,000 military spouses and reproductive-age caregivers have access to the pill, implants, IUDs and other preventative measures.

Inactive members, veterans, military spouses and military dependents must pay for birth control coverage, which is fully covered by many employer-sponsored military health plans. Democrats in Congress want to change that.

More than 140 Democrats in Congress signed a letter Thursday to the defense secretary demanding an end to additional spending for military families that is “less than a right to protect.”

Low To No Cost Std Testing And Other Services

Rep. Jacquie Speier of California, who has worked for years to remove barriers to birth control costs, said it’s a “simple issue of fairness.”

“Military families, who often live on tight budgets, shouldn’t be spending the money they earn on birth control on birth control,” said Speyer, who co-chairs and leads the organization’s Democratic Women’s Caucus. Subcommittee on Military Personnel of the House of Armed Forces.

Around 1.6 million women of childbearing age, including more than 700,000 military spouses and dependents of childbearing age, were enrolled in TRICARE, a program that provides health benefits to U.S. military personnel, retirees and their families worldwide in 2019. In addition, thousands of transgender dependents are military personnel covered by TRICARE. The bill states that birth control is “important to all people of childbearing potential, including transgender women, transgender men, non-binary people, people who identify with the opposite sex, and others.”

The Affordable Care Act (ACA) guarantees all FDA-approved birth control methods, counseling, and related services, but these protections do not apply to TRICARE. A TRICARE representative did not immediately respond to a press request.

What Does The Supreme Court’s Overturning Of Roe V. Wade Mean For My Birth Control?

Rep. Lois Frankel, a Florida Democrat who co-signed the letter, said in a statement that the current insurance law is unfair to those in the military.

“The Affordable Care Act would eliminate co-pays for contraceptive care for those enrolled in employer-sponsored and marketplace plans, making contraception more accessible and affordable,” Frankel said. “Our men and women in uniform and their families sacrifice so much for our country that access to the high quality health care they need, including birth control, should not be a debate!”

Lawmakers have repeatedly tried to prevent these service members and their families from paying extra for birth control. More recently, early versions of the National Defense Authorization Act (NDAA) of 2022 included a provision regarding access to birth control, which was later removed after opposition from Republicans.

Through his spokesman, Speier has tried for years to include the provision in the NDAA, only to have it removed at the last minute on the floor of the House, criticizing the “Stone Age mentality” of the opposition. care and access to it is everyone’s right.”

However, the provision still has bipartisan support in the House and Senate, and the Department of Defense also supported “relieving this legislation” in a letter Thursday. So, as the window for signing the NDAA closes this year, lawmakers are taking a different approach: calling on the Defense Department to declare birth control services “preventive health care” and allowing Secretary Lloyd Austin to waive all copies. .

“Eliminating these financial barriers to birth control will increase family planning options for our recipients,” according to the Defense Agency.
