The move follows last year’s attempt by lawmakers to change provisions on contraception access and copayments in the annual defense authorization bill. The idea was included in early versions of the legislation, but conservative lawmakers successfully lobbied to remove the provisions from the final draft approved in December.
Now, advocates are calling for a different approach, urging Austin to declare birth control services “preventive health care.” The designation allows him to waive all applicable TRICARE contributions.
Currently, people who get approval from a TRICARE-approved provider are not charged, but people who use other doctors or buy contraceptives at retail still face additional costs.

Once you register with the Defense Enrollment Eligibility Reporting System (DEERS) and receive identification, you can make an appointment to see your Primary Care Manager (PCM). If you have Tricare Prime, you’ll probably see it in the setting. You can make an appointment by visiting TricareOnline.com or by calling your local appointment line. If you have Tricare Select, you can choose a provider and call their office.
Sometimes it’s easy to make an appointment with a PCM. sometimes it’s hard. You can increase your chances by saying that you are willing to contact any supplier. Birth control is prescribed for many reasons, not always to prevent pregnancy, and there is no minimum age specified in Tricare’s prescribing policy, said Eileen Hack, associate director of public health for the National Association of Families.
Hack also said the policy contains nothing about notifying parents or guardians of dependent minors who receive birth control prescriptions, which is consistent with regulations designed to protect patients’ rights under the Health Portability and Accountability Act (HIPAA).
Some couples encounter resistance when they ask their provider for birth control. Hack says the following in response: “Contraception is a Tricare benefit. If the provider does not want to prescribe birth control, the husband has the right to meet with another provider and request it.’

Tricare covers other birth control methods prescribed by a licensed physician. These include diaphragms, intrauterine devices (IUDs), implantable contraceptives and surgical sterilization.
Tricare also includes the Preven emergency contraception kit, which includes special doses of regular birth control pills and a pregnancy test. It also covers over-the-counter emergency contraceptives like Plan B.
As a general rule, it does not cover condoms, over-the-counter spermicidal foams, gels or sprays, or reversal of surgical sterilization. Exceptions are made when medically necessary.
Birth control follows a number of other Tricare prescriptions. Fulfillment of prescriptions at the pharmacy is free. But it can be a pain and there are other options.

If you get your prescription at a pharmacy outside the Tricare network, you’ll have a copay for a 30-day supply, which ranges from $13 for generic drugs to $33 for brand-name drugs. If you go to an out-of-chain pharmacy, you will pay full price.
If you use home delivery, you pay $10 for 90 days of total delivery. for the brand it will be $29. These alternative prescriptions can be useful if you don’t want to wait at the pharmacy base.
