1. Follow your plan. If you want to stay in your current TRICARE health plan, you don’t need to take any action. You will continue with your current health plan until 2022 or as long as you are eligible.

2. Register for the program. If you’re eligible for TRICARE Prime or TRICARE Select but haven’t signed up yet, you can sign up for the plan now.

3. Change the plan. If you’re already enrolled in Tricare Prime or Select, you can switch plans or from individual to family enrollment.

According to health.mil TRICARE Prime is a managed care option available in high service areas of the United States; Beneficiaries are assigned a primary care manager who provides most of their care. TRICARE Select is a self-administered Preferred Provider Network program. Tricare Select is a fee-for-service option that allows patients to receive care from an authorized Tricare provider.

Peggy Sylves, director of Humana Military Health Systems, advocates for managed care at Ben-Jones Army Community Hospital. He said the fundamental difference between Prime and Choice is flexibility and out-of-pocket costs.

“TRICARE Prime requires a referral from your primary care provider, choose not,” he said. “With Prime, patients stay at a military care center for primary care. With Select, patients have more flexibility and can choose from TRICARE-licensed providers in the community. Open Season gives beneficiaries choice.”

Sylves said it’s important to research and make informed decisions about which programs work best.

“It is important for beneficiaries to explore their options during the opening period based on their health care needs for the next year,” he said. “Thinking about the benefits you want and what you’re willing to pay out of pocket will help you make the best decision for you.”

Tricare Drops 15,000 Pharmacies From Defense Department Health Plan

TRICARE provides dental and vision care based on who you are, your age and your TRICARE plan. During the opening period, TRICARE beneficiaries may also be eligible for the Federal Employees Dental and Vision Insurance Program, which is administered by the Office of Personnel Management. Eligibility depends on beneficiary status and requires enrollment in a TRICARE health plan. Visit www.benefeds.com to check eligibility, compare FEDVIP plans and rates, enroll in the program And so on.

According to Health.mil, retired service members and their families who use TRICARE for Life’s Prime are eligible for both vision and dental plans. Family members in active service are eligible for Darshan Yojana only.

In addition to the opening season, Sylvester highlighted changes starting Dec. 15, Walmart and Sam’s Club pharmacies will no longer be part of the TRICARE network.

“Beneficiaries who use these drugs for their prescriptions can start making decisions about where they want to transfer their prescriptions. Local pharmacies like BJACH, Walgreens and CVS are all options in our area, as well. There is an option to send via express mail,” Oh said. “The use of pharmacies has nothing to do with the opening season, but it is still important for those who benefit to know and plan for this important change.”

A top priority in the second half of the 118th Congress is protecting TRICARE beneficiaries from excessive pharmacy payment increases.

With the National Defense Act of 2018 (NDAA), Congress authorized the DoD, beginning in 2028, to set prescription drug payments to reflect changes in pharmacy program costs. There is concern that the Defense Health Agency may use this power to impose excessive fee increases.

How Tricare Works With Medicare

Over the next year, TRICARE will work to achieve regulatory compliance in this jurisdiction, consistent with previous laws governing pharmacy benefits.

The TRICARE For Life Act of 2001 NDAA expanded the TRICARE home delivery and pharmacy programs to Medicare-eligible retirees, who were previously limited to filling prescriptions at military treatment facility (MTF) pharmacies.

Early copies of the TRICARE pharmacy, established by the DoD, followed legislative intent and were linked to commercial program indicators. Since then, Congress has announced a wage increase for pharmacies.

Congress recently included a schedule of bilateral pharmacy payment increases through 2027 in the FY 2018 NDAA. It aligns TRICARE payment levels with other employer-sponsored programs.

Is Your Pharmacy Leaving The Tricare Network In A Few Days?

The Kaiser Family Foundation (KFF) employer health benefits survey reports average costs of $11, $37, and $67 for Tier 1, Tier 2, and Tier 3 drugs. TRICARE payments to retail pharmacies are $14 for generics, $38 for brand names, and $68 for non-formulary drugs for a 30-day supply.

Payments for a 90-day supply via mail order are $12, $34, and $68 for generic, brand name, and pharmacy, respectively. Prescription drugs obtained from MTF pharmacies have no cost sharing.

Unlike many commercial programs, TRICARE does not have separate tiers for specialty drugs, such as biologics, that may be used to treat chronic diseases or certain types of cancer. Specialty drugs can be expensive and often require special handling, administration (for example, injections or infusions), and patient monitoring.

KFF reports that about 61% of employees at large companies are in health plans with at least some level of cost-sharing for specialty drugs only. The average cost for specialty drugs in these plans is $103 and the average cost share is 25%.

Tricare Tips For Finding And Choosing A Pharmacy

Appreciate that the TRICARE pharmacy program does not have separate, more expensive tiers for specialty drugs, but are concerned about TRICARE pharmacy spending in the future.
