Three forms of online betting in Colorado are legal and regulated: online horse racing betting, daily fantasy sports, and mobile sports betting.

The Colorado legislature passed a law legalizing and regulating daily fantasy sports in 2016. Daily fantasy operators are licensed and regulated by the Office of Fantasy Contest Operator Registration and Licensing. Colorado Voters To Consider Sports Betting
Horse racing mobile betting has been authorized by state racing commissions as an extension of off-track interstate betting. CO Rev Stat § 44-32-501 (2) (d) and CO Rev Stat § 44-32-202 (3) (h) require all out-of-state operators to obtain a license from the racing commission before accepting bets from CO residents.
Daily fantasy sports were legalized in 2016 through the passage of HB 16-1404 in 2016, now codified as CO Rev Stat § 12-15.5. Under the law, fantasy operators with fewer than 7,500 active Colorado residents must register with the state, while operators with more than 7,500 active Colorado residents must apply for a permit.
Colorado law sets a minimum age of 18 to participate in fantasy contests and requires operators to follow standard consumer protection measures, such as keeping all customer funds in segregated accounts separate from operating funds.
Mobile sports betting was legalized through a constitutional amendment approved by Colorado voters in November 2019. The passage of Proposition DD allowed casinos in Black Hawk, Cripple Creek and Central City to launch retail sports betting and betting platforms mobile betting after receiving licenses from the Division of Gaming.
Colorado Sports Betting Rate Low; Should State Up Ante?
Colorado is home to 32 commercial casinos and two tribal casinos. The former gold mining towns of Cripple Creek, Central City and Black Hawk host all of the state’s commercial casinos, while two tribes have agreements with the state for one casino each.

After voters approved the amendment, the legislature established rules and regulations for CO casinos and implemented them in 1991. The first casino opened that October.

Colorado Casinos Could Increase Bet Limits In 2021, Offer New Games
In 2008, Colorado voters returned to the polls to determine the fate of Initiative 50. A proposed constitutional amendment raised the betting limit from $5 to $100. It also added dice and roulette to the licensed games. Casinos may remain open 24 hours a day. It passed by a margin of 58 to 42. Players must be at least 21 years old.
By state law, slot machines in commercial casinos in Colorado must provide a payout percentage (also known as return to player, or RTP) of 80 to 100 percent. The state does not publish RTPs of individual online machines, but the gaming division claims that most slots offer RTPs in the 90% range.
Retail sports betting and mobile betting are legal in Colorado thanks to a constitutional amendment approved by voters in 2019.

The CO Sports Betting Act allows all standard betting types including straight bets, parlays, fixtures, futures, in-play bets and more. The law allows sportsbooks to accept bets on professional, collegiate and Olympic sports. Betting on high school games and betting on props are prohibited college sports. Betting on sports is permitted, but only if approved by a recognized regulatory body.
The law sets a minimum age of 21 for sports betting and requires a 10% tax rate for operators.
