Question: Military members and their families must use the Tricare online patient portal to make appointments, refill prescriptions, text doctors and access medical records/test results. The website is extremely difficult to use and has a poor responsive design, which makes it difficult for people to use the basic functionalities of the portal. Many service members I have spoken to have given up trying to use the portal, opting instead to call clinics or appointment hotlines and endure long wait times.

Solution: The Tricare Online Patient Portal application was created to provide service members and their families with a simple and user-friendly option to access/use their healthcare. The TOPP application is intended for military personnel and their dependent adults.

Military members and their families want a Tricare patient portal application where they can easily schedule appointments, search for prescriptions, send messages to their care team and access lab results.

To start the research, I conducted a survey via Tally with 7 active military members and 2 adults (spouses). The purpose of the survey was to understand how they currently interact with the Tricare portal, what their pain points are, and what features they would like to see included if an app is built. Along with the statistics below, users have expressed some of their main dissatisfactions with the current portal: difficulty logging in, slow loading times, and inability to use it on mobile devices.

Given that the audience of this project is quite broad (all service members and their families), I tried to present as many people as possible with two people. They were created based on quantitative and qualitative data from my interviews and user surveys.

In order to be able to deepen my empathy and better visualize the processes of my users, I created two user journey maps.

Considering the data I collected, my research clearly showed that users have 4 main goals for using the app: scheduling appointments, refilling prescriptions, messaging the care team, and getting lab results. With that in mind, I set about creating a sitemap.

After my research phase, I began exploring page layouts through sketches – identifying what I felt would best serve users and creating predictable design patterns. From sketching, I also decided to add visual progress bars for the appointment scheduling and prescription refill processes.

After sketching a few screens, I settled on a basic layout and then moved on to creating a low-fidelity mockup. I use low-fidelity models to establish a visual hierarchy that draws attention to the features users need most.

After conducting a round of usability research, I discovered that I was overlooking a major pain point for my users:

In addition to the “no encounter problem”, there are accessibility issues for users with disabilities, who may have difficulty hitting small targets. Small circles can be a challenge for these users, so in addition to making the circles clickable, I also made the text clickable to make the target bigger and easier to hit.

I wanted the app’s visual design to be as simple and comprehensive as possible, helping users easily get to the main flows. I made sure to make the text large enough so that users with limited vision could see it without distraction, and to include a combination of icons to pair with the text. I also made sure the colors met WCAG contrast accessibility standards. I chose a blue color scheme given that most users associate blue with competence and reliability.

If this was an actual project I was working on and not a conceptual design, there would probably be some limitations that could affect the design of the app. Some possible restrictions could be: FORT HOOD, Texas – One day closer to the launch date of the Army Health System’s new electronic health record, known as GENESIS, Carl R. Darnall Army Medical Center is scheduled to go live on March 3. The transition will take place on the 19th. March.

The new health registry will provide data to healthcare teams wherever patients are treated — whether at the Department of Defense, the Department of Veterans Affairs or a US Coast Guard facility.

As a clinical workflow analyst at CRDAMC, helping staff process processes or change requests needed for their daily work, April Arrington has heard many requests from hospital employees over the years. Multiple systems in one.

“GENESIS unifies each system and eliminates the need for staff to move between multiple projects, making it easier for hospital staff to better serve our customers,” said Arrington.

Over the past year, staff have been trained 24 hours a day at CRDAMC in day and night shifts to adapt to their individual functions within their departments while still performing their normal duties.

The new system will be integrated into the electronic health records system that will track service members from basic training to retirement and into the Veterans Affairs system. The record will be transferred electronically to the next gas station. All services and all bases have the same electronic health record and share it with a few select civilian providers. The Patient Portal will replace TRICARE Online when data is transferred using the same DoD self-service login or credentials used in the past. The portal will provide 24/7 secure access to personal health information, including lab results, prescription refills, secure messaging with care teams and more.
