The Department of Defense awarded Express Scripts a five-year contract to administer TRICARE’s pharmacy program. The program provides prescription drug services to 9.6 million active duty military personnel, their families and retirees. Evernorth Company’s contract with Express Scripts includes specialty pharmacy services, claims processing for military pharmacies and retail network pharmacies, among other functions.
Beneficiaries have several options for filling their prescriptions, including military treatment facility pharmacies; Express Scripts Home Delivery Option (cheapest option with free shipping); and retail online pharmacies. They also have the option of using a non-network pharmacy in the United States or its territories, which are usually more expensive and require you to pay upfront and file a claim for reimbursement.
Home delivery users can manage their prescriptions through the Express Scripts website or mobile app. They can also set a reminder alarm to make sure they take their medication on time. The app can be downloaded from Apple App Store or Google Play Store.
People who choose to visit their local retail online pharmacy can purchase up to a 90-day supply of standard prescription medications with a one-time deductible. There are many different ways to administer medications depending on your family’s needs. You can use online retail pharmacy, military pharmacy or home delivery. You can also go to a non-network pharmacy to pay higher costs or submit a claim for reimbursement. To avoid high out-of-pocket costs, make sure you get your prescription at a TRICARE network pharmacy.
You can download the TRICARE Pharmacy Plan brochure to learn more about how to use your prescription benefits. Generally speaking, you should bring a copy of your prescription drug card with you when you visit the pharmacy. This will help you determine your benefits and make sure the pharmacy is a TRICARE network provider.
If you are taking maintenance medications, you can use the online search tool or mobile app to find a TRICARE online pharmacy near you. You can also call a TRICARE Contact Center for help finding your local pharmacy. The TRICARE Network is a national network of retail pharmacies contracted to provide the lowest possible deductibles for your prescription drugs. The TRICARE network includes more than 54,000 pharmacies in all 50 states and many territories.
As of November 14, thousands of independent pharmacies are still not in the TRICARE network. Express Scripts, the company that administers TRICARE drug benefits, has cut proposed reimbursement rates, and many are being cut. Congressional leaders called on the company to negotiate better prices and give rural and independent pharmacies a chance to rejoin the network.

Recent decisions by the company that manages the TRICARE pharmacy network under contract with the Department of Health have been somewhat controversial. When 15,000 independent pharmacies were removed from the TRICARE network, many legislators and community pharmacist groups objected. The National Association of Community Pharmacists said in a letter to the Department of Defense that removing the option for TRICARE beneficiaries to get prescriptions at the pharmacy of their choice would put their health and safety at risk.
The TRICARE for Life program provides prescription drug coverage to all eligible retirees, spouses, and dependent children as long as they meet eligibility requirements. Kansas Governor Laura Kelly (D) recently expressed concern about the new TriCare pharmacy contract with the Department of Defense, which excludes most independent pharmacies. In a letter to Acting Assistant Secretary of Defense for Health Celine Mullen, Kelly called for immediate action so that Tricare beneficiaries can access retail and community pharmacies. Kelly’s letter follows a bipartisan effort on Capitol Hill to demand answers from the Defense Department and action to help beneficiaries, in a letter to Sen. Jon Tester (D-Mont.), chairman of the Senate Veterans Affairs Committee, and Sen. Jon Tester. James Lankford (R-Okla.), Sen. Tom Cotton (R-Ark.) and Rep. A letter signed by 100 members of Congress led by Buddy Carter (R-Georgia) as well as a letter from House Armed Services Committee member Mike Johnson (R-La.).
