Kentucky Medicaid Phone Number For Providers – (LEX 18) — April is Medicaid Awareness Month and Medicaid benefits are expanding even further. The new changes include helping Kentucky mothers survive for an extended period after giving birth.
Kentucky has 1.6 million Medicaid enrollees, 32,000 providers serve Medicaid members and has collected more than $800 million in prescription drug reimbursements, the leader of the Kentucky Office of Health and Family Services said. Now it is expanding further to help mothers during and after pregnancy.

Eric Friedlander, Kentucky Secretary of Health and Family Services, explained, “Medicaid probably covers more than half of Kentucky’s births. So for surgeons, gynecology and hospitals, it’s very important for very young children.”
Last year, Medicaid paid for more than 26,000 births in Kentucky. More than 600,000 children were covered. Medicaid can help bridge the financial gap.
Carrie Banahan, Kentucky’s Assistant Secretary of Health and Family Services, said, “Medical debt is very stressful, very stressful for families. Losing homes, losing assets, draining them, so as a safety net, it comforts families that there is support.”

Kentucky Medicaid is jointly funded by the federal government and the state government of Kentucky. The program is designed to assist low-income Kentuckians with health care needs. The health care system covers their health care costs. Although this is regulated at the federal level, each state has some discretionary power based on the needs of each state. Therefore, each state’s Medicaid program is slightly different.
In September 2018, the Kaiser Family Foundation released data showing that 21% of Kentucky’s population is covered by Kentucky Medicaid or CHIP (Medicaid Eligible Children’s Health Insurance Program). Kentucky Medicaid covers 1/6 adults, 2/5 children, 2/3 nursing home residents, 1/2 people with disabilities, and 1/5 Medicare beneficiaries in Kentucky. The eligibility criteria for Kentucky Medicaid changes every year, so you may qualify without knowing it!
The Kentucky State Government reviews Kentucky Medicaid eligibility criteria each spring, so your eligibility may change. One way to qualify for KY Medicaid is to meet the income requirements, which for 2018 are as follows (but these can change each year).
Keep in mind that assets include cash, stocks, bonds, investments, credit unions, savings, checking accounts, retirement funds, and secondary assets. Income includes cash from family and friends, veterans benefits, alimony, pensions, Social Security, stock dividends, IRA withdrawals and of course employer income.

The easiest place to start is Benefind. Through Benefind you can apply for SNAP (food stamps), KTAP (Kentucky Temporary Assistance Program (KTAP), Child Care Assistance and Medicaid). You can start with a pre-screening to see if you might qualify, and then you can complete your application. Submitting your application is the best way to find out if you qualify.
You can also go to your county’s Department of Community Services (DCBS) office to apply in person. If you need assistance completing your Kentucky Medicaid application, call your local DCBS office.
If for any reason you are unable to complete the application yourself, you can authorize someone else to complete the form for you using the MAP-14 Stakeholder Authorization Form.

Although Medicaid is a federal program, each state has the freedom to add additional benefits. However, every Medicaid program must cover the same basic benefits, including:

In 2004, Kentucky seniors had the highest number of missing teeth. About 27% of all Kentuckians have lost at least six teeth due to cavities or gum disease. At the same time, 46.8% of children aged 2 to 4 years have dental problems without treatment. Thus, the Kentucky Smiles for Health initiative was born.
Advocacy Action Network
Healthy Smiles Kentucky is coordinated through the Kentucky Oral Health Program and funded by state funds and grants from the Appalachian Regional Commission and Health Resources and Services Administration. The funds were used to train KY Medicaid dental providers in pediatric dentistry (called ABCD training) and to increase access to dental services.
In 2008, the Mental Health and Addiction Justice Act of 2008 required the Medicaid program to treat mental health and substance abuse issues the same as physical problems. This means that Medicaid is required at the federal level to cover all tests, hospitalizations, doctor visits, and even medical transportation related to your mental health.

Medicaid in Kentucky only pays for medically necessary transportation when you are going to a doctor’s appointment or another Medicaid provider. As a rule, trips to the pharmacy are not included.

Kentucky Medicaid will cover the cost of an ambulance ride if you need to go to the hospital due to a sudden, serious injury or illness that leaves you unable to use another mode of transportation. KY Medicaid may cover non-emergency ambulance rides if you are bedridden and/or need to be transferred to a stretcher to prevent further injury. Transportation covered by Medicaid must occur within your service area unless you have a specific referral from your primary care physician.
If you need to request non-emergency medical transportation, you can do so with the Kentucky Transportation Delivery Program. Depending on your needs they can send a taxi, bus or van.
KCHIP, or the Kentucky Children’s Insurance Program, is for Kentuckians under the age of 19 who have no other source of health insurance and live at or below 213% of the federal poverty level. Depending on family size (change per year), children may qualify for the following income levels in 2018:

The Family Caregiver Assistance System, or Kentucky Kinship Program, is a national program that helps senior caregivers access services such as counseling, support groups, training, foster care and more.
Kentucky’s Kinship Care Program is primarily intended for grandparents who are the primary caregivers of grandchildren under the age of 18 who are related by blood, marriage or adoptive parentage. Some Kentucky Family Care Program participants with incomes up to 150% of the federal poverty level may be eligible for subsidies or vouchers for clothing, school supplies, health care and more.

If you are over the age limit to qualify for Kentucky Medicaid but still need help with major medical bills, you may still have Medicaid options. If you’re technically over the limit, but your excessive medical costs force you to live as if you’re not over the limit, you may qualify for a “spending program.” This allows you to get a form for temporary Medicaid benefits.
